Introduction

The One Country Two Systems Research Center(CEUPDS) was designated by the Despatch of the Chief Executive No. 218/2008 on 11 August 2008, as an academic research institute with project team nature. Our objective is “to form a reference basis of strategic information relative to ‘One Country, Two Systems’ principle”. Fostering the full implementation of “One Country, Two Systems” and the promotion of administration according to law so as to suit the needs of the development of the Macao SAR is the basic principle that guides our academic activities.

Being the first academic research unit of our kind in Macao, our legal orientation and social functions have been very clear. However, in order to adapt to the needs of situation as well as expectations from the society, we are always dependent on the support and cooperation from Macao SAR government and the society. We are firmly committed to fostering the correct understanding and implementation of the Basic Law by means of probing into systematic theory topics, organizing various conferences, conducting social researches and publishing academic journal and monographs.

Our current focal issues are:

—	To undertake researches on the basic theory of the “One country, Two Systems” principle;
—	To conduct researches on issues directly related to administration according to law; and
—	To study on significant topics in the Macao SAR.

Major Research Tasks

Meanwhile, the on-going research tasks are:
—	Editing and publishing the Academic Journal of “One Country, Two Systems” (Chinese version is quarterly published every January, April, July and October; Portuguese and English versions will be published respectively every year), with the aim of turning it into one of the nationally recognized and leading platforms for academic exchanges and communications in this field;
—	Ensuring the correct implementation of the “One country, Two Systems” policy through the study of the “One country, Two Systems” principle;
—	Publishing the One Country Two Systems Series, so as to enlarge the database of the related field;
—	Organizing academic conferences, and different types of forums, seminars and talks of related topics;
—	Self-activating research projects or processing the projects in cooperation with well-known research institutions or the law schools of key universities in the Mainland;
—	Conducting telephone surveys of various topics occasionally;
—	Cooperating with local and overseas key university in student training and communication activities, aiming at developing our Center into a big-scaled and influential platform for the researches on the “One Country, Two Systems” policy and the Basic Law;
—	Compiling the big-scaled professional Dictionary: the Collection of Laws and Regulations of the Macau SAR;
—	Conducting the Advanced Level Basic Law Course for promoting the correct understanding of the Basic Law.

Staffs
—	Prof. Ieong Wan Chong, Research Fellow of full Professor Grade, Ph.D. in Law, Ph.D. in Economics, former member of the Macao SAR Basic Law Committee of the Standing Committee of the National People’s Congress, deputy to the 9th and 10th National People’s Congress, is the Director of CEUPDS and the Chief Editor of the Academic Journal of One Country Two Systems. He has been keen on the study of the “One Country, Two Systems” principle and the Basic Law for decades. His major academic productions include: One Country, Two Systems and Modern Constitutional Study, Macao and the Macao Basic Law, The Interpretation of the Macao Basic Law, “One Country, Two Systems”: its Implementation in Macao, On the Correct Implementation of “One Country, Two Systems”, On the Macao Implementation Pattern of “One Country, Two Systems” and My Outlook on “One Country, Two Systems”. He is also the chief editor of The Encyclopedia of Macao, the Encyclopedia of “One Country, Two Systems” and Collection of Laws and Regulations of the Macau SAR. He has published over 400 academic articles of the related fields.
—	Prof. Xu Chang, Research Fellow of Full Professor Grade, obtained his doctorial degree of law on constitutional and administrative law in the Peking University. He has been keen on the study of Basic Law and applied law of Hong Kong and Macau for more than two decades. He was a professor of the Law Institute and Research Center for Basic Law of Hong Kong and Macao SAR in Shenzhen University. His major academic production include : Research on Critical Legal Issue In Transitional Period of Macao. His co-author of works include: Selected Introduction of Hong Kong Law, Overview of Macao Law, One Country Two Systems and Basic Law of Macao SAR, Research on Chief Executive System of Macao SAR. He has published a number of theoretical articles of the related fields.
—	Dr. Wang Yu, Researcher of Associate Professor Grade, obtained his doctorial degree in the Law School of Peking University. He was an assistant professor, and later an associate professor, in the Law School of Macao University of Science and Technology. His major works include The Study of the Constitutional Spirit of “One Country, Two Systems” and Authorization and Autonomy.He is the chief editor of The Selection of Studies in Humanities and Social Sciences of Macau: Basic Law. He has published a number of theoretical articles of the related fields.
—	Dr. Leng Tiexun, Researcher of Associate Professor Grade, obtained his doctorial degree in the Law School of Wuhan University. He participated in the localization work of Macao laws. His major works include Company Law of Macao and The Process of the Localization of Macao Law. He has published a number of theoretical articles of the related fields.
—	Dr. Li Yanping, Researcher of Associate Professor Grade, obtained her master degree in the Faculty of Law of Nanjing University and her doctorial degree in the Department of Philosophy of Nanjing University. She was an assistant professor in the Law School of Macao University of Science and Technology. Her major work include Macau System of Court and Judiciary. She has published a number of theoretical articles of the related fields.
—	Dr. Ji Chaoyuan, Researcher of Associate Professor Grade, obtained his doctorial degree in the Law School of Renmin University of China. He was once the secretary-general of the Institute of Legal System on “One Country, Two Systems” and the Institute of Police Act, under the Law School of Renmin University of China. He was also the director of the Civil and Commercial Law Research Office under the Law School of Henan University of Technology. He has published a number of academic articles of the related fields.
—	Ms. Leong Sok Man, Assistant Researcher of Lecturer Grade, is a Ph.D. student in the School of Foreign Languages, Sun Yat-sen University. She obtained her master degree of Foreign Linguistics and Applied Linguistics, bachelor degree of English Language and Literature, and second bachelor degree of International Trade and Economics in Beijing Normal University. She was a senior administrative assistant (research) in the Centre for Macau Studies, the University of Macau.
—	Mr. Che Sei Tak, Assistant Researcher of Lecturer Grade, is a Ph.D. student of Political Economics in the School of Economics and Management, South China Normal University, in which, he also obtained his master degree of Economics. He was a senior administrative assistant (research) in the Centre for Macau Studies, the University of Macau. His major research interest is on Institutional Economics, and he has published a number of academic articles.
—	Ms. Chan Wai Tan, Assistant Researcher of Lecturer Grade, is a Ph.D. student of Constitutional Law and Administrative Law in the Law School, Renmin University of China. She obtained her master degree of Public Administration in the University of Macau, in which she also obtained her bachelor degree of Social Science.
—	Ms. Chong Chan Chan, Assistant Researcher of Lecturer Grade, is a Ph.D. student of Constitutional Law and Administrative Law in the Law School, Renmin University of China, in which, she also obtained her master degree of International Law and bachelor degree of Law Study.
—	Ms. Ho Man Ieng, Assistant Researcher of Lecturer Grade, is a master student of Public Administration in the University of Macau. She obtained her bachelor of Sociology in Peking University.
—	Ms. Jau Sui Lie, Administrative Head, is an Advisor Senior Technician. She obtained her MBA degree in Asia International Open University (Macau).
